Over the years, I have been involved in roles such as Joint Contracts Tribunal (JCT) Contract Administrator (CA) and FIDIC Engineer, including NZS 3910 Engineer’s Representative (ER) and have been engaged as adjudicator, arbitrator, and mediator on several occasions. I also have adequate experience working collectively and inclusively with other professionals in alternative dispute resolution, including dispute adjudication/avoidance board (DAAB). I have been appointed as an adjudicator under the CCA and dispute resolver on several occasions and have been instrumental in resolving commercial disputes ranging from under $100,000 to over $300 Million between parties under the Construction, Defence and Technology Contract. I have a thorough knowledge of ad hoc arbitration administered by various institutions such as CIArb, NZDRC, ICC, LCIA, SIAC, HKIAC, PDRCI, etc. I also worked as a consultant for both client/developer organisations and construction companies, primarily in engineering, defence, technology, procurement, and construction. As a member of several professional institutions, conduct rules and ethical standards set out by these relevant professional bodies are at the forefront of my practice.

Joem has nearly 20 years of post-qualification experience in engineering, procurement and construction with more than half that time spent in New Zealand. He has worked on projects throughout the Middle East, Asia and New Zealand. Throughout his career, he has worked on projects ranging from under $500,000 to over $1 Billion. This includes commercial buildings, offices, retail, residential, hotel/leisure resorts, industrial, healthcare, civic/educational, church/faith-based, highways, railways, dams, defence, and other civil engineering projects.
Over the years, he has been involved in roles such as Contract Administrator, NZS 3910 Engineer’s Representative and FIDIC Engineer. He has adequate experience working collectively and inclusively with other professionals in alternative dispute resolution, including dispute adjudication boards ("DAB"), and has been appointed as adjudicator and dispute resolver on several occasions. He has been instrumental in resolving commercial disputes between parties under the Construction Contract and has worked as a consultant for both client/developer organisations and construction companies primarily in engineering, procurement and construction.
He is a multi-qualified professional: Chartered Quantity Surveyor, Civil Engineer, Project Management Professional and Alternative Dispute Resolution ("ADR") Practitioner. He has worked with various standard and bespoke forms of construction contracts (including NEC, JCT, FIDIC, NZS and NZIA). Prior to migrating to New Zealand, he was a Cost Management/Control Divison Head under the Project Management Office ("PMO") of one of the top construction companies in Saudi Arabia. He also served as a Director of an Engineering and Project Management practice in the Philippines.
