Dual-qualified lawyer in the Republic of Panama and New York. Versed on a variety of cross-border litigations and international arbitrations
involving sovereign countries and companies in Western and Eastern Europe, Latin America (Central and South America), the United States and Canada. Has strong oil and gas industry experience stemming from work with Royal Dutch Shell, and also acts as counsel in matters involving corporate governance, international contracts, and international trade law. Mainly focuses on resolving complex commercial disputes involving oil, gas, water, hydroelectric power, natural resources, commodities, finance, transportation, telecommunications and construction. Has represented and arbitrated for governments; multinational, international, and national companies; and individuals. Cases involve large and complex caseloads ranging from $1 million to billions of dollars.

Arbitrations related to private entities and states in international commercial, domestic, investor-state, and state-to-state arbitration proceedings under AAA, ICDR, ICC, UNCITRAL, and FINRA Arbitration Rules; experienced in arbitration procedures conducted in English and Spanish; well versed in both Common and Civil law.

A frequent speaker on topics related to arbitration, international arbitration, and publications have appeared in noted international journals. Experience in complex disputes in international and domestic arbitrations as advocate and sole arbitrator. Experienced in common and civil law legal systems, internationally (China, Costa Rica, Dominican Republic, Ecuador, England, France, Germany, Mexico, Panama, Peru, Spain, United Kingdom), and within the United States (Alaska, California, Delaware, Florida, Louisiana, New Jersey, New York, Pennsylvania, Texas, Washington D.C., UCC). Also participates in virtual (remote) hearings and proceedings via videoconference, using online platforms, like Zoom,

Recognized by Latinvex as one of Latin America’s Top 100 Female Lawyers, Rebeca focuses her practice on a variety of cross-border disputes involving sovereigns and companies mainly in the Americas and Europe. She regularly represents private entities, investors, states, state entities and government instrumentalities in international commercial and investment arbitration disputes under the rules of the International Chambers of Commerce (ICC), the American Arbitration Association (ICDR), the International Centre for the Settlement of Investments Disputes (ICSID), and the United Nations Commission on International Trade Law (UNCITRAL).

Rebeca has received several accolades for her work in international arbitration. Who’s Who Legal notes that “she is undoubtedly one of the names to be regarded for arbitration in the US.” Rebeca was also recognized in the inaugural Who’s Who Legal Florida Guide noting that she is “thorough, committed and extremely good with clients.” More recently, Rebeca was honored among the New York Law Journal’s 2021 Rising Stars, which recognizes the region’s most promising lawyers.

In 2019, Rebeca was presented with the Advocates for Human Rights’ 2019 Human Rights Volunteer Award and the American Immigration Lawyers Association’s 2019 Arthur C. Helton Memorial Human Rights Award for her pro-bono work in the representation of one refugee of the “Somali 92” deported in 2017. She serves as a Board member of ArbitralWomen, and as an ICC YAF Regional Representative for North America.

Rebeca also seats as arbitrator, and is a dual-qualified attorney in New York and the Republic of Panama.
